Originally the site of the former Xinyi District Administrative Center, the existing building was identified in 2015 as having high chloride ion levels in its concrete structure and was recommended for demolition and reconstruction. This redevelopment project now stands as the largest case of urban renewal under Taiwan’s "dangerous and old building" program.

The site occupies a long, narrow footprint, with its shorter ends fronting Xinyi Road Section 5 and Songlian Road—serving as the primary and secondary entrances, respectively. The eastern edge of the site is tightly bordered by neighboring buildings, while the western side opens directly onto urban green space, offering unobstructed views across Songzhi Road toward Taipei 101.

In terms of spatial planning, the building’s circulation core is positioned along the eastern side, allowing all rentable office units to face westward—offering expansive views of the park and iconic Taipei 101. This offset-core layout maximizes visual and leasing value, while also enhancing spatial efficiency. The tower’s curved corners soften the architectural expression and strengthen the building’s connection with its surrounding environment. The rounded form also helps mitigate wind impacts on the adjacent park.
The podium design includes semi-outdoor terraces and balconies on the second floor, providing office users with shaded, open-air spaces for work or leisure. This design aims to foster a healthier, more flexible working environment and sets a new benchmark for next-generation commercial buildings.
