Taiwan’s first metropolitan government complex to integrate municipal functions, transportation interchanges, and public services. Strategically located at a major urban transit node, the building connects directly to the Taiwan Railway, High-Speed Rail, and Metro systems via an underground corridor, reinforcing its role as a hub for both civic operations and urban mobility.

The podium, spanning levels 1 to 6, is designed to accommodate the concentrated meeting space needs of various government departments.
It includes conference rooms ranging from 30 to 300 seats, as well as a large auditorium capable of hosting up to 1,400 people. Escalators are provided to facilitate the movement of large groups. The circulation is independently organized, allowing these facilities to be rented by the public and external organizations.
A kindergarten is located on the second floor of the podium, offering convenient childcare for employees and reflecting the government’s commitment to a family-friendly workplace.

The 33-story tower houses municipal office spaces.
Elevator cores are positioned along the building’s exterior, offering expansive views and enabling vertical zoning by grouping high- and low-rise elevator banks—an approach that also contributes to the tower’s articulated architectural form.

The massing features a symmetrical twin-tower composition that rises prominently within the urban context.

Its façade combines stone cladding with a glass curtain wall system, presenting a civic image that is both dignified and contemporary—establishing the building as a key landmark in the Banqiao district.

A distinctive inverted conical volume is suspended on the tower’s exterior, serving as a public observation deck. A rooftop helipad is also provided to support emergency operations.
