It is Taiwan's first large-scale metropolitan government building integrating municipal functions, transportation transfer, and citizen services. It connects the urban transit and government operations through an underground passage linking Taiwan Railways, High-Speed Rail, and the MRT system, making it a key hub.
Floors 1 to 6 form the podium, designed to meet the demand for centralized meeting spaces across departments. It includes various rooms for 30 to 300 people, as well as an auditorium seating about 1,400. Escalators facilitate large crowds entering and exiting. Independent circulation allows public and groups to rent these spaces. The second floor also houses a kindergarten, reflecting a family-friendly workplace design.
The tower rises 33 floors, containing office spaces for municipal agencies. Elevators are located on the exterior, providing good views and varying the tower's form through a staggered grouping.
The symmetrical twin-tower mass stands prominently in the cityscape. The facade combines stone and glass curtain walls, projecting a solemn and modern image of local government, establishing a key landmark in Banqiao.An inverted conical observation tower is attached to the tower body, with a helipad on top for emergency response functions.
